To set a default declaration, you will first need to be able to access your Work Wallet settings, to have this access your user access level will need to be set to a Wallet Administrator level.
Then you will be able to access the Configuration section under Inductions.
Here you can set the default for all Inductions, once you are happy with your changes, ensure to press save.
